Add steak and soy sauce to ziplock bag and coat
Add cornstarch to bag and coat thoroughly
Heat oil medium/high heat
Cook in batches until browned and a bit crispy (45 seconds -1 minute)
Drain on paper towel covered plate
Drain all but 1 tablespoon oil from pan
Add garlic and ginger, cook for 30 seconds
Add in sugar, vinegar, orange juice, zest and stir
Add beef back in and stir
Add red and black pepper to taste
